Current UN Peacekeeping Operations

In POLI 1140, we spent part of last session watching major portions of the documentary, The  Peacekeepers, which explored the role of the UN is setting up and escalating a peacekeeping mission to the Democratic Republic of the Congo (DRC). The documentary used a behind-the-scenes approach to analyze the issues faced by the world’s foremost IGO in implementing its mandate to “protect international peace and security”. The focus of the documentary was on the Ituri region in the eastern DRC province of East Kivu.

As the above map notes, the UN, though the auspices of its Department of Peacekeeping Operations, currently has 16 active peacekeeping missions worldwide. The former DRC mission, known as MONUC, has been transformed, in accordance with UN Security Council Resolution 1925, into MONUSCO.

As of the start of this year, this is the strength of the peacekeeping force in the DRC:

  • 19,070 total uniformed personnel
    • 16,975 military personnel
    • 723 military observers
    • 1,372 police (including formed units)
  • 976 international civilian personnel*
  • 2,868 local civilian staff*
  • 588 United Nations Volunteers

Currently, in 16 DPKO-led peacekeeping operations, there are almost 120,000 personnel (uniformed and civilian) serving from 115 different countries, while approved resources for the 2012 fiscal year are almost $8 billion US.

Mind you, this is only one aspect of the world’s greatest IGO–the United Nations. Remember also that the UN is only as strong and as capable as its members states make it. Thus, when you hear somebody say “the UN did this,” or “the UN didn’t do that”, what you should remind these people is that they should be saying “the member states, which comprise the UN, did (or did not do) this, or that…”

 

Joseph Nye on Shifts on Smart Power

One of the leading scholars of IR theory is Joseph Nye, who teaches at Harvard University. He, along with co-author Robert Keohane, wrote one of the seminal works in IR theory–Power and Interdependence. Here is a short, but interesting TED talk in which Nye explains, amongst other things, the distinction between power transition and power diffusion, the “rise of China” and what “smart” power is.

Does the Acquisition of Nuclear Weapons Change States’ Behaviour?

Political scientist James Fearon has an interesting blog post on the political science blog, The Monkey Cage. In it, he asks, and then gives an answer to, the question “How do states act after they get nuclear weapons?” The issue, Fearon notes, is gaining increasing attention in the United States, given the alleged quest by Iran to develop nuclear weapons. The issue also resonates in Canada, with Stephen Harper recently affirming his fear of the Iranian regime acquiring nukes. From this CBC interview with Peter Mansbridge, Harper responds in the affirmative to Mansbridge’s characterization of an interview Harper had given a couple of weeks earlier on the issue of Iran’s quest for nuclear weapons:

…in your view, they [Iran’s regime] want nuclear weapons, and they would not be shy about using them.[see the exchange below]

In opposition to views like Harper’s are the views of what Fearon calls “proliferation optimists” such as the well-known realist Kenneth Waltz, who claims that contrary to our repeated expectations about the behaviour of post-nuclear states, the opposite has turned out to be true much more often than not. What does Fearon find empirically? First, he sets up what it is, specifically, that he is measuring:

The following graph shows, for each of the nine states that acquired nuclear capability at some time between 1945 and 2001, their yearly rate of militarized disputes in years when they didn’t have nukes, and the rate for years when they did.

Here is a graph of Fearon’s finding with his summary below:

China, France, India, Israel, Pakistan, and the UK all saw declines in their total militarized dispute involvement in the years after they got nuclear weapons.  A number of these are big declines.  USSR/Russia and South Africa have higher rates in their nuclear versus non-nuclear periods, though it should be kept in mind that for the USSR we only have four years in the sample with no nukes, just as the Cold War is starting.

 

Documentary on Partition of Palestine 1947–With Map

In 1947, the UN General Assembly voted 33-13 (with 10 abstentions and 1 absent) in favour of a resolution (181) that would partition Palestine between Jews and Arabs. Today in IS309 we watched Benny Brunner’s documentary, Al Nakba (“the catastrophe”, in Arabic), which sets out to tell the story of the partition, the ensuing civil war, and the Arab-Israel war of 1948. The documentary was based on the historian Benny Morris’ book, The birth of the Palestinian refugee problem, 1947-49. We discussed (at times heatedly) issues regarding the morality/efficacy of partition as a potential solution to some situations of inter-ethnic conflict. In addition, we read Chaim Kaufmann’s article “When all else fails: Population Transfers and Partitions in the Twentieth Century,” which argues that there are situations where partition is a legitimate policy approach to inter-ethnic violence.

Kurdish Nationalism

What are the prospects for an independent Kurdish state to form out of the wreckage of Iraq? How likely is it that Kurds who live in 5 separate states will set aside their differences long enough to coalesce around the common goal of creating a state for the Kurdish people? As we now know, the Kurdish territory in northern Iraq has enjoyed a high degree of autonomy since the establishment by Great Britain, France, and the United States of the “no-fly zones” in the aftermath of the 1991 Gulf War. (Interestingly, the no-fly zones were established by these three states for putatively humanitarian purposes and had not received official sanction by the United Nations Security Council. Following the war-induced collapse of Saddam Hussein’s Ba’athist regime in 2003, the Kurds of Iraq have enjoyed de facto independence in northern Iraq, with a temporary “capital” at Irbil (though the Kurds wish to reclaim the city of Kirkuk, located in the middle of an oil-rich region, as the capital of any independent state in northern Iraq). In IS 309, we read Michael Ignatieff’s chapter on Kurdistan, from his 1993 book, Blood and Belonging, which provides a snap-shot of the situation of the Iraqi Kurds some two years following the establishment of the no-fly zones. Ignatieff addresses the potential for greater autonomy of the Iraqi Kurdish region from the Iraqi state/regime of Hussein and finds skepticism on the part of most Kurds. Fast-forward almost twenty years (has it been that long!!) and we find the situation on the ground has changed substantially. The difficulties, though, seem to remain and the prospects for Kurdish independence are no less clear today than they were some twenty years ago, particularly given the Turkish state’s response to Kurdish separatist sentiment on the territory of eastern Turkey. “Ghosts of Rwanda” Documentary

As a video supplement to the Rwanda chapter from Samantha Power’s book on genocide, and the Gourevitch book, we viewed the first part of the PBS Frontline documentary “Ghosts of Rwanda” in class today. Please view the remaining hour or so sometime before next Friday’s class as we will use the first portion of that session to continue our discussion on the international community’s failure to halt the slaughter of more than 800,000 Tutsis by the Hutu-led Rwandan government.Here’s the first part of the documentary. Canada’s Official Recognition of the Armenian Genocide

There was some uncertainty in seminar a few days ago regarding the Canadian government’s official stance on the Armenian genocide, which began in 1915. In short, Canada as of 2004 officially recognises the Armenian genocide. From a 2004 CBC story–“Canadian Parliament Recognizes Armenian Genocide”:

The House of Commons has reversed a long-standing policy and passed a resolution denouncing the Turks for committing genocide against Armenians in 1915.The vote passed easily, 153-68.

The motion said: “That this House acknowledges the Armenian genocide of 1915 and condemns this act as a crime against humanity.”

For decades consecutive Canadian governments have dodged the sensitive issue by calling what happened in eastern Turkey a “tragedy,” stopping well short of referring to the events as “genocide.”

The U.S. dropped a similar resolution a year earlier after the White House warned it could hurt U.S. security interests.

Before Wednesday’s vote in Parliament, Foreign Affairs Minister Bill Graham issued a statement saying “Canada has had friendly and co-operative relations with Turkey and Armenia for many years. The Canadian government is committed to make these relationships even stronger in the future.

William Buckely and Noam Chomsky Debate Military Intervention

Here’s a fascinating debate from the 1960s between two American intellectual giants–William Buckely and Noam Chomsky–on the morality of military intervention. Chomsky makes a very strong claim: in the history of humankind never has a state intervened military on the basis of disinterested (i.e., altruistic) motives. Military intervention is always about the furthering of self-interest, but is often dressed up in garb of humanitarianism. Chomsky notes, of course, the few exceptions; exceptions, that is, in the sense that some states didn’t even bother trying to put a veneer of humanitarianism on their naked power grabs–think Belgian in the Congo.

Michael Ignatieff and Humanitarian Intervention

Current leader of the Canadian Federal Liberal Party, Michael Ignatieff has long been involved in the issue of human rights–as a historian, journalist, public intellectual, and as the former Carr Professor and Director of the Carr Center for Human Rights Policy at the Kennedy School of Government.

In the aftermath of the contentious NATO military intervention in Kosovo (1999), Ignatieff sat down with WBUR’s Chris Lydon to assess what had gone right (and wrong) during the intervention. A self-identified member of the “something must be done [to stop alleged Serbian war crimes against the Kosovar Albanians]”, Ignatieff stands by his support for the intervention, claiming that, on the whole, the benefits outweighed the costs.

Sarah Palin should have taken PLSC250

Had one of my Introduction to International Relations students been taking questions from Charlie Gibson tonight, s/he would have been well prepared to answer his question regarding the “Bush Doctrine”.  As my students (still?) know, the “Bush Doctrine” was most clearly and forcefully enunciated in the 2002 National Security Strategy of the United States.  While there are three major components to the “Bush Doctrine”, the most important of which (at least the one that received the most attention and presented the most radical departure from the part-realist, part-liberal, bi-partisan, pre-9/11 US foreign policy framework was the idea of using preemptive military force, without the need for there to be an imminent threat.

Democratic critics have often charged Bush and his administration with claiming that Saddam Hussein posed an “imminent threat”, but I have yet to see any evidence that anyone speaking for the administration did so.  And it’s not a surprise, as the Bush Doctrine allows the use of force without imminent threat.  Maybe Governor Palin should bring some of those critics along with her to my class.  And if the Republican Party would like to hire a IR tutor for Governor Palin, they’ll find my rates more than reasonable.
